Our work across multiple Councils has shown that although benchmarking is part of the picture, undertaking a full review we investigate four key areas:

What is full cost recovery and is it being charged?

What does benchmarking information say?

How price sensitive is the market?

What are the legislative, policy and political sensitivities?
We apply these areas of investigation to up to 16 fee areas across the council, working with Finance to choose the areas that have the greatest income potential. This usually means we investigate about 200 specific fees and charges identifying not only areas where more can be charged, but also where charges are being missed, creating a strong evidence base through the process in case the council is challenged.

A Hotspots Review helps identify the “Art of the Possible” for your Council, by using data and comparing with approximately 25 other relevant Councils we map out the potential additional income available.
We will then add our expert insight, knowledge and provide overview of implementation technique to support you in identifying the income “Hotspots” for your Council to focus on.
A Hotspots review usually takes 3-4 weeks from start to finish.
